How can I download matlab R2016a?

Click on your symbol in the top-right of this page, next to the telephone icon and click on 'My Account'. In your licencse list you should have a down arrow button for downloading. When you click this you get options for all the versions your license is valid for.

Is there a particular reason you specifically need release R2016a? [If you were on a 32-bit OS, I could see you needing release R2015b as that was the last release supported on a 32-bit OS.] What's special about R2016a for your purposes?

I don't know honestly what a new license covers for backward usage. You'd be best asking Mathworks for that. My license has had continuous maintenance since around 2006 so I have access to a lot of previous versions (all the way back to R11.1, whatever that is!), but I only ever use the latest myself.
