I want to make, MATLAB can log in by for number of people and use the software (but not simultaneously).

This is the purchased matlab licence type.
Standard | Designated Computer | Perpetual
Could you please guide me how to install it, that it can used by different users?
I acknowledged that simultaneously it can not be used, but I need to make it use for multiple user at a time.

You just install matlab normally on the computer, using the dedicated computer license. The license will get stored in the installation directory.
Once that is done, any user who is sitting at the console can use the license. Historically they needed to literally be sitting at the hardware.
More recently, a couple of releases ago, the designated computer license terms were expanded to permit the license to be used by remote desktop software such Microsoft Remote Desktop, that gives people remote access to the console; it is no longer necessary to be physically sitting at the computer if you are using a new enough license.

You should contact your site manager or, if you are the site rep, contact Sales at TMW for install support.
Your last sentence is contradictory; one presumes there's a language issue at play here, but you'll need officialTMW support to resolve this, whatever is the actual situation needed/wanted to be sure your license does allow what you want (I think it probably does on a shared computer that is logged into by different users one at a time).
