Write an m file to compute the potential due to several charges located at specific positions in the x-y plane. The routine should evaluate the potential on a mesh of points in the x-y plane. We need to apply this program to generate both contour and mesh plots for a dipole composed of charges +1 and -1 located on the axis. Explain briefly how your plots are consistent with the known equipotentials

This sounds like a homework assignment. If it is, show us the code you've written to try to solve the problem and ask a specific question about where you're having difficulty and we may be able to provide some guidance.
If you aren't sure where to start because you're not familiar with how to write MATLAB code, I suggest you start with the MATLAB Onramp tutorial (https://www.mathworks.com/support/learn-with-matlab-tutorials.html) to quickly learn the essentials of MATLAB.
If you aren't sure where to start because you're not familiar with the mathematics you'll need to solve the problem, I recommend asking your professor and/or teaching assistant for help.

Agree with Steven. You need to do at least the majority yourself. Here are some hints according to my understanding.
You need to develop a matlab function that:
  1. Takes input of a mesh of points in the x-y plane. Check what mesh is in matlab if you don't know yet.
  2. Takes another input of locations of positive charges. Most likely an array of positions.
  3. Takes yet another input of locations of negative charges.
  4. Return potential for each point of the mesh of the first input above
