Make a function logic(a,b) which will return value equivalent to logic

There is a discrepancy in the problem statement and the test case.
For a=1,b=3 Two different values are given (9 and 1, correspondingly).
Kindly correct this.

My bad, I saw the test suite and the order of the variables is changed in some test cases.
