is NA the name as NaN?

I have read in a csv file into a 406x9 matrix and one of the columns has a few values that are "NA", I want to replace these values with a number.
I have tried to use file(isnan(file))=0 to replace the NA values with 0 but when I run my code nothing happens and the NA values remain, so is NA different to NaN and therefor needs a different method to replace these NA values?
