A non-interacting thermal tanks system used to pre -heat a furnace feed oil using hot water available . The inlet feed flow rate of the water is 3 liter/s, and a compensatory feed is used in tank B with a flow rate of 1 liter/sec and the tanks shall be considered to be at steady state and with a constant volume (V= 1.2 m3). Neglect any changes in physical properties due to flow process. The purpose of the control system is to maintain temperature of water leaving the tank2.
Analysis & Design aspect:
1. Assume appropriate time constants and other design parameters.
2. Study the possible transient step response of the system with proportional, Integral, PI and PID controllers.
3. Evaluate the stability using Rouths Hurwartz criterion under various controllers.
4. Evaluate the relative stability of the system ( Bode and Nyquist) with P, Integral, PI controllers.
5. Make recommendations for the overall design with various time constant and design parameters.

This sounds like a homework assignment or other academic project. If it is, show us the code you've written to try to solve the problem and ask a specific question about where you're having difficulty and we may be able to provide some guidance.
If you aren't sure where to start because you're not familiar with how to write MATLAB code, I suggest you start with the MATLAB Onramp tutorial (https://www.mathworks.com/support/learn-with-matlab-tutorials.html) to quickly learn the essentials of MATLAB.
If you aren't sure where to start because you're not familiar with the mathematics you'll need to solve the problem, I recommend asking your professor and/or teaching assistant for help.
