Why not .iso file instead of .zip for Update Package Offline Installation?

If we download an update from this link for example for r2019b release.

The only available download file is .zip file.

It takes time to unzip the archive first and then doing update.

Why not provide .iso files instead so that user can mount then update it easily?

I've created my own .iso using ImgBurn, mount it on drive F: using WinCDEmu, execute this command below and had a succesfull update.

update_installer.exe -updatepackage F:

It has a small overhead metadata, but considering with the uncompressed .zip itself has minuscule physical size difference, why bothers?

Reading .iso files is considered a privileged operation on many systems.

Can't you just extract it instead of mounting, for it to not be considered?

That would negate your premise that iso files should be provided so that users can mount them.
