Matlab as LaTeX interpreter?

I work for the Navy. We are not allowed to have a LaTeX interpreter installed on our regular work laptops. We can have Matlab though. It there a way to easily use Matlab as a LaTeX interpreter?

publish() can get part way but awkward I would think.

To a limited extent at least, yes.

However it is not a good latex interpreter. Support for packages is very sparse which prevents using even basic amsmath

It's not a Matlab answer, because I don't think there is a good way.
Why not use the portable version of MikTex? Does not need installation. If you are allowed to have the files (or even allowed to attach a usb stick), you should be able to use this.
