You can do this by code in the following way:

trainFcn = 'trainlm';  % Levenberg-Marquardt backpropagation.
hiddenLayerSize = repmat(10,1,10);
net = fitnet(hiddenLayerSize,trainFcn);
net.inputConnect=true(11,1);
view(net)
