Does "mex" function require a specific toolbox?

Hi guys,
I need to write some C/C++ code that I can use within some Matlab scripts. I've found the following page: http://uk.mathworks.com/help/matlab/ref/mex.html?s_tid=gn_loc_drop
Which doesn't seem to suggest the need for any additional toolbox. Am I right? My platform is windows 10, and I do have Visual studio compiler (I think it does need to have some C/C++ compiler installed).

mex only requires base Matlab, no additional toolboxes.

Note that if the mex code uses the api to invoke MATLAB functions then the toolbox for the invoked function must be present.
