It is not possible to buy 32 bit MATLAB.
If you have a Standard (Commercial) license or an Academic license, then the license administrator should be able to download R2015b, which was the last version that supported 32 bits. I think Home licenses can do this as well but I am not certain.
I have seen conflicting information about whether Student licenses are able to access previous versions.

I do recall a few years ago someone at a university reported that they were locked in to one specific release by a campus license and were not able to use an earlier release and not permitted to obtain their own newer license.
I thought at the time that it was more likely to be a situation where there was a central IT service that had a policy of only installing one version of the software in order to cut down on support effort. A place I used to work tried to do something like that for some enterprise packages, wanting us to go entirely MS Windows... they had to back off on that ;-)

Walter, it seems your theory is right. I was in contact with the user and am aware of a good technical reason to use R2015 32 bit and the university claims the can't / won't provide. I have made a few suggestions on how to work with the university to achieve the goal.
