Sorry, no, in MATLAB 6.5 https://www.mathworks.com/help/releases/R13sp2/toolbox/simulink/slref/transferfcn.html?s_tid=srchtitle
"The order of the denominator must be greater than or equal to the order of the numerator."
In 6.5, the MATLAB function tf() did not have that limitation; see https://www.mathworks.com/help/releases/R13sp2/toolbox/control/ref/tf.html?s_tid=srchtitle . Depending on your use, you might be able to construct an S function; see https://www.mathworks.com/help/releases/R13sp2/toolbox/simulink/slref/slref.html.
Note: in 6.5 it appears that Embedded MATLAB function blocks did not yet exist, except possibly in the context of Code Composer Studio blocks.
