No, 32bit Windows are no longer supported from R2016a. You should contact MathWorks's customer support for your refund from the following page, by selecting your region at the right bottom.

Note: if you did not have MATLAB previously and would still like to use it, then visit https://www.mathworks.com/mwaccount/ and click on your license, and click Download from there. On the right hand side of that page you will be able to select the MATLAB version to download.
Note: it is pretty unlikely that there will ever be a 32 bit version of MATLAB again. My research indicates that all Windows systems made in roughly the last 8 years should support 64 bit MS Windows, with the exception of a line of HP tablets for roughly 2 1/2 years (after that the HP line went 64 bit.)
