where,
l=29.5*10^(-3)
c=20*10^(-6)
r=10
here vc=voltage across capacitor and all initial conditions are zero

Is there a relationship between vc and c or is vc a different variable?

If the equation is 30-l*c*(diff(vc(t), t, t))-l*(diff(vc(t), t))/r-vc(t) = 0 then it cannot be solved without two additional boundary conditions.
