Yes. You can always download and install an older version of MATLAB with a newer license.

Is it possible to use older MCR libraries in new version of MATLAB ?. i.e , I have installed version of MATLAB 2015a and the scripts that i run actually call the binary files from MATLAB 2012b version, can i install the shared libraries of MATLAB 2012b in MATLAB 2015a ?

The two are independent, installed into different locations, so Yes, it will work. The only trick along those lines is that if you have the same version of MATLAB as the MCR you need, you may need to do some special things to force it to use the MCR instead of the library installed with MATLAB. (This would be for the case where you are compiling executables and need to test that they work.)
