Function matlab cannot be create

Hi,can someone help me? the code cannot be create in function matlab. access denied. how is it?
function fault = fcn(time)
%#codegen
fault = 0;
if(time >=0.02)
fault=1;
end

You would be saving that as the file ‘fcn.m’. You have to be sure you are saving it to a directory you have permission to write it to. The easiest way is to save it to your MATLAB user path, that on Windows machines is: C:\Users\UserName\Documents\MATLAB\...
