Interesting. Someone sent me the very same image earlier today and asked for "the complete matlab code for this Biometric Authentication Using Fast Correlation of Near Infrared Hand Vein Patterns algorithm". The last part of that sounds like the title of a paper to me, so if you are doing something similar you might want to see if you can find a paper on that topic.

Sean already implemented it in MATLAB. Click on the "Download All" link in the upper right corner in order to download his code.

Download, save it somewhere on the MATLAB path, read the instructions and run it on your image.

Shrink wrap won't find the veins, it will just give you the hand, which you could also get via simple thresholding.

i can not implement it because i did not know how to do this ,is it can be implemented on my image at http://tinypic.com/view.php?pic=5wh0lg&s=5 or not? if it can be implemented what are variables i must change it in the code.

It looks tough because even I can't say where the veins are. Even if I could, it's definitely a judgment call as to when the vein disappears.
