Matlab 2024b won't open on Windows 11

I can't seem to get MATLAB 2024b to open on my Windows 11 Pro 23H2 computer. I've tried uninstalling and reinstalling, running as administrator, and deleting temp files. However, the program never opens. If I open task manager I can see it running with 0% cpu usage and 121.5 MB of memory.

Scanning through the Bug Reports for MATLAB release R2024b, I found two that might cause MATLAB to not be able to open. See Bug Reports 3444988 and 3484851. If neither of those match the behavior you're seeing, please contact Technical Support directly using this link and work with them to determine why MATLAB is not opening on your machine.

I got the same result after installing 2023b. I still can't figure out why it won't open.
