Creating matrix as per given format

I want to have a matrix like
a=[ 1 1
1 2
1 3
2 1
2 2
2 3
3 1
3 2
3 3]
the difference is that in my case the range is till 200 in place of 3. How do I do it? Please help me!

See kron(), ndgrid(), and repmat() for tools to make such a matrix.

M=N^2;
a=zeros(M,2);
count=0;
for k=1:N
for j=1:N
count=count+1;
a(count,1:2)=[k j];
end
end
