- Try with a different browser
- Clear cookies and try to reproduce the issue
- Use the private browsing mode for your browser.
- Google Chrome - “Incognito Mode”
- Firefox - “Private Browsing”
- Internet Explorer - "InPrivate Browsing"
- Microsoft Edge - "InPrivate window"
- Safari - "Private Window"
- Make sure your browser is up to date
- If another machine is available see if you can replicate the issue
- Check that cookies and Javascript are enabled in your browser.
- Remove new addon and extension to your browser
- Run a malware scan on your machine (malware can typically cause browser issues)

It could still be useful if only part of the MathWorks website (like the Downloads section, specifically mentioned in the question) were down.
And now that I think of it, if all of mathworks.com is down MATLAB Answers is likely to be inaccessible as well. Though I suppose you could get to a cached version of this page via Google or maybe the Internet Archive ...
