Given a matrix of any size apply a zero padding around it of the size N. 
e.g. 
MTX = [ 1 2;
             3  4]
N = 1;
OUT = [ 0 0 0 0;
              0 1 2 0;
              0 3 4 0;
              0 0 0 0]
