Why does the MATLAB installer require Administrator privileges?

After choosing "Install Using the Internet" or "Install without the Internet" when I start the MATLAB installer, I immediately receive the following error:
ERROR: You must have administrator privileges to install this application. Please contact your System Administrator.
%%%END ERRROR%%%
When I click OK, I am unable to continue the installation.

You may receive this error when you do not have sufficient account privileges or write privileges under your Windows user account.
If you're running Windows Vista or Windows 7, please try running the MATLAB setup with Administrator privileges by right clicking on the setup.exe and choose "Run as Administrator" or try creating a new user account via the Control Panel.
If you experience the same issue, please check if you're running any plug-ins to any terminals such as Citrix and disable the service temporarily.
