Modelling a data storage that would hold previous values

Hello,

I have a subsystem which requires two 1-bit values to be held or overwritten based on certain conditions. This subsystem can be turned off in a full system, but when turned back on it should be able to load those preserved two 1-bit values from the storage. Essentially, this is a flash memory or EEPROM that would be either written to or read from.
