How to implement an Impulse Delay in Simulink

Hi,
I am trying to find the best way to implement the following function in simulink ,
It looks as if the Transport Delay would be suitable but i am not sure.
The function is to implement a delay in a control system, which is part of an engine governor model. On some standard Laplace transfer tables, it is referred to as an impulse delay, and on other tables as Dirac Delta functionm and in some of the technical papers i have referred to i have also seen it referred to as a 3rd order Pade Approximation.

Not sure I've ever seen that called an "impulse delay." Doesn't matter what it's called. If Td is constant, the Transport Delay block should be all you need.
