Have to reread license before Matlab works

I'm running Matlab 2020b with the newest license manager on Windows 10 build 1809. An IP address is used for the HostID. The computer IP address is static, only one NIC is active, and IPv6 is disabled. For some reason MLM only comes up after I reread the license file. I've created a script to reread the license at startup as a workaround, but it isn't ideal. If I use the MAC address for the hostID I don't have these problems, but unfortunately I'm required to use the IP address. Has anyone come across this before?
