Target matrix for Multi Layer perceptron

Hello, can you please let me know how to create the target matrix for a data which has 40000x2500 input and the target is supposed to be a 25x2500 output? The output should be a cascaded version of 25, 25x100 matrices. I have attached the .mat file with which I was trying. But with this file, the error was getting saturated at 0.038. It was not going below that.
