Put a Display block in parallel to the scope. What does it show? The expected values? Then it is probabley just a setting of the scope like sclaing or only last values displayed.
If the values are unexpected you need to start the debugging from that end...

I have no idea what 7 level inverters are, but I know how Simulink and scopes work :-) So what id the result of my question? Expected values ot not?

Expected values
Excellent. Then check out the following:
1. Autoscale button in the scope
2. Scope parameters: History: Limit data points to last. Uncheck it

I don't know if its a bug or not, but the simple way to fix it is-
1. open scope
2. go to "view" > "style"
3. change the marker from "none" to any other symbol.
