Dynamic packet sending and receiving ACK ?

Hi everybody,

I want to create a channel where I want to send TCP packets and receive the acknowledgements dynamically.

The path properties will be like this-

data rate 10 mbps,

delay 250 ms,

loss rate 1. Here, the path is 'sender to GEO satellite to receiver'.

could anyone please help me out to get a suggestion to code this. Please feel free to ask me if you need to know any details regarding this.
