Is Instrument Control Toolbox required to use USB-8452?

I am trying to output digital using Simulator with USB-8452 from National Instruments. Does that require the Instrument Control Toolbox?
Currently I can use MATLAB, Simulink, Computer Vision, Toolbox, Image Processing Toolbox, MATLAB Coder, Optimization Toolbox, Parallel Computing Toolbox, Simulink Coder, Simulink Desktop Real-Time, and Statistics and Machine Learning Toolbox.
