Is there any matlab implementation for this metric?

You can use trackErrorMetrics to evaluate the accuracy of tracking. trackErrorMetrics provides multiple root mean square (RMS) error values, which numerically illustrate the accuracy performance of the tracker. An example can be found here.
For more information on tracking performance metrics, you can refer to the Tracking Metrics section in this link.

Thanks for suggesting trackErrorMetrics. I was wondering if there was a matalb function whereby we only provide ground truth (e.g., from video labeller app) for an image sequence and predicted IDs (e.g., Motion-Based Multiple Object Tracking) and we get MOTA directly?
The above function requres more attributes such as velocity etc
