using intlinprog on my desktop. Processing time jumped substantially from 2015a to 2019a. Was there a shift in settings between these versions?

Not only a shift in default settings but also in some values/algorithms for those settings where retired and some where added I believe. As I undestand it the integer preprocessing was made more efficient so now you can have it in advanced and obtain good results in less time.
