Sliding window algorithm when we have an image 640X480P

I would like to take your advice about silding window techique, I have a binary image with 640 x 480 Pixels and I want to use silding window with 3X3,

Sliding window on white tracks (white bar) only or whole image form left to right?

Hey,

I need sliding window on white bar, As you saw there is an image with white lines and red block, I need quite similer, The red rectangle box size does not metter at this momen. I just need to understand the concept.
