upgrade matlab new licens needed?

upgrading fra 2017a to 2019b
I have tried using lmtools-package, which is part of download 2019b version. I have just copied the licensfile for 2017a, that is I reuse the file, in the new lmtools installation. I still got the errro: licensing error: -25,147
I have tried to follow this recipe:
  1. Go to https://www.mathworks.com/licensecenter and login to your account
  2. Stop the license manager.
  3. Open the “Install and Activate” tab - dont see this tab!

So you want to use an old license file to install an upgraded version, without paying the fee to keep your license current? Is that the gist of what you are asking? If so, then why would I be surprised it fails?
