Windows refuses to install Matlab Runtime

Windows 10 version 1903 refuses to install version 9.4 (R2018a) of the MATLAB Runtime. It displays the message ''This app can't run on your PC, check with the software publisher''.

Did you check with them like it suggested? They give free installation help.
