Simpler using basic MATLAB indexing:
>> M = [1,5;6,2;5,6;7,5;9,0]
M =
1 5
6 2
5 6
7 5
9 0
>> X = nchoosek(1:size(M,1),2);
>> R = [M(X(:,1),:),M(X(:,2),:)]
R =
1 5 6 2
1 5 5 6
1 5 7 5
1 5 9 0
6 2 5 6
6 2 7 5
6 2 9 0
5 6 7 5
5 6 9 0
7 5 9 0

A = rand(90,2); %Example
b = nchoosek(1:size(A,1),2);
res = reshape(cell2mat(arrayfun(@(i) A(b(i,:),:),1:size(b,1),'uni',0)),2,size(A,2),[]);
