Why do I get the error message "Run 'impl_1' has not been launched. Unable to open" when using HDL Coder or HDL Verifier?

So far, we have successfully used low-cost boards such as Zedboard and Xilinx ZC702 with HDL Coder and HDL Verifier. The integrated synthesis and download workflows offered by HDL Coder and HDL Verifier ran smoothly.
With our newly purchased Xilinx ZC706 board, the synthesis does not seem to work anymore.
When we try to run the "HDL Workflow Advisor", or the "Verify Setup" test during the "HDL Verifier Support Package for Xilinx FPGA boards" hardware setup, the programming file generation failed. Below error can be observed:
ERROR: [Common 17-69] Command failed: Run 'impl_1' has not been launched. Unable to open

This error may be due to a Vivado licensing error. This can be confirmed by opening the Vivado Project File (.XPR) in Vivado IDE, which may reveal an error on the "Messages" tab similar to the following:
[Common 17-345] A valid license was not found for feature 'Synthesis' and/or device 'xc7z045'. Please run the Vivado License Manager for assistance in determining which features and devices are licensed for your system.
This commonly occurs if you are trying to use the free Vivado WebPACK edition with a commercial device that is not supported. A list of all FPGA devices supported by Vivado WebPACK can be found in the "Architecture Support" section of the Vivado Design Suite Release Notes for your respective Vivado version, for example: https://forums.xilinx.com/xlnx/attachments/xlnx/7Series/31771/1/Vivado%20Architecture%20Supported%20Device%20List.pdf (for Xilinx Vivado Design Suite 2018.3)
In this particular case, while Vivado WebPACK supports the low-cost XC7Z020 device used on Zedboard and Xilinx ZC702, an additional license is required for the synthesis of the XC7Z045 Zynq device used on Xilinx ZC706.
To resolve this, please contact your company's license administrator to get an appropriate Xilinx Vivado license for your FPGA device.
