How to download library compiler for it to show under application deployment?

You need the MATLAB Compiler SDK product (which in turn requires MATLAB Compiler product.)
With newer MATLAB, once you have licensed these, to install you can use Add-Ons -> Get Add-Ons . In the Add-On Explorer that comes up, search for SDK. In the list that comes up, "MATLAB Compiler SDK" will probably be the first entry: click on its title. In the page that comes up, click on Install. MATLAB will confirm that you want to install. Click Continue and go through the process. (Note: you might have to install MATLAB Compiler first.)
Note: If I recall correctly, MATLAB Compiler and MATLAB Compiler SDK are not available for Student licenses or Home licenses.
