Which MATLAB version will be best suitaed for my PC for starting MATLAB on my PC
Later I also want to install EEGLAB tool

R2017a. With no possibility of upgrade.
You will not be able to purchase R2017a directly at this time. You would need to get either a "Standard" (Commercial/Professional) or Education license (_not_ Student license) for a current version and downgrade to R2017a.
Your system is too old and slow and restricted in memory to make use of current MATLAB releases.
If you have Windows 8.1 instead of Windows 8 then you could use R2017b instead of R2017a. But Windows 8.* support was dropped.
