In some cases Mathworks permits people to pay for past years of software maintenance to bring their maintenance up to date, at which point the person becomes eligible for the current release and to buy new toolboxes against that current release.
The last I heard, Mathworks limited that policy to 4 years. If your R2013a purchase entitled you at the time to install R2013b but you just did not get around to it, then you just might squeeze in at the end of the 4 year limit, but I would not be surprised if you are too late for that.
If your R2013a was student license then you would not be eligible for that path.
Note that the Student license is not eligible to buy the Automated Driving Toolbox: you would need an academic or commercial license for that toolbox.
