Enforce fixed frame rate with webcam

Hi,
I have a problem with my image acquisition. At the moment im using a Logitech HD C920 for image acquisition. I am recording Videos of two minutes. During these two minutes I change the lighting from very bright to dark. The video is recorded with a framerate of 30. The exposure mode is set to 'auto'.
Now I have run into problems when the scene becomes too dark, the exposure is set to a level which limits the frame rate to 24 fps and even lower, depending on how dark it is. This is not applicable as I require to record the video with 30 fps. Now my questions are:
  1. Is there a way to prioritize the frame rate setting over the exposure time. I'd rather have a video that is a little bit too dark with 30 fps than a video with perfect light and not at 30 fps.
  2. Is this a problem solely to the Logitech webcam or is this a general webcam problem?
  3. If there is no fix to this problem do you have recommendations for a camera that is capable of enforcing a constant frame rate?

interesting, i might just have a similar issue.
Same issue here, no option to fix the frame rate apparently.
