How to change the position of row and column?

Hi
once I execute using following script:
f= fopen('NG JIT SIM1.txt');
c = textscan(f,'%s','delimiter','\n');
fclose(f)
c = c{:};
[~,~,~,v] = regexp(c,'\d*\.\d+E[\-\+]\d{2}');
out = reshape(str2double([v{:}]),27,[]);
I obtain the output that is arranged in matrix form (27x27) However, the row and column position was wrongly placed in the output. The first row of my output should be the first column of my output read from the bottom.
Actually I have a raw file ( as attached) and I want to separate all the data in the file to proper column and row( matric form 27x27)
Please help.

Try transposing, read about flipud and flipur.
