What is the wire code to calculate "contrast improvement analysis" C for images?

Hello everyone... I need to calculate the "Contrast Improvement analysis" C for enhanced images...and I already have the equation for it as shown below in the picture but I don't know how to convert it to code...If anyone can advise me I would be very thankful...
