Is CPLEX an open-source optimization toolbox?

I am using intlinprog solver for my problem as an integer linear programming. For the problem I am working on, I found most of the literature reviews use CPLEX instead. I am new in optimization and CPLEX, my question is: is CPLEX an open source toolbox? is it free license so that one can download it and use it? Thanks
