Question about a way variable appears

A function is not displaying indiviual cells in Variables but content is fine when indexed through. The information in cells is populated by a _U function.

Do you mean that when you double click on the variable name in the Workspace panel to bring it up in its own panel, it shows that the cell is empty? But if you do something like
celldisp(ca)
or
ca{1}
it shows a value? Be more explicit in what you did, including code, or...

Functions have their own workspaces. Variables internal to a function will not appear in the ‘Workspace’ window because it only displays variables in the main script workspace, not individual function workspaces.
