Why does MATLAB crash when running "compiler.​runtime.do​wnload"?

MATLAB crashes when executing any of the following commands (in the Command Window or within a script):
>> compiler.runtime.download
>> compiler.package.installer

The crash is due to a partial installation of the MATLAB Runtime.
Please follow the steps below to resolve the issue:
1. Run the following command in the MATLAB Command Window:
>> mcrinstaller
This command will display the location of MATLAB Runtime installers on your computer.
2. Delete the file specified by the output of this command.
3. Execute the following in the MATLAB Command Window:
>> compiler.runtime.download
If the download completes successfully, you should no longer experience the crash. If the download is interrupted for any reason, please repeat the above steps, so that you delete any incomplete MATLAB Runtime Installer files before attempting to download the MATLAB Runtime Installer again.
