How can I extract an ISO file to a local drive?

I tried different application and method to extract but a file named "install_ddux_settings_win64.ENC" does not extract and says "you need permission from everyone" , how can I do that?

Hi , Run as administrator does nothing and I get the " you need permission from everyone" again and the file doesn't have a "security tab" , its just "details"

you can try checking this link for taking ownership of the file (https://whatsoftware.com/easily-take-ownership-and-grant-full-control-permission-with-winownership/), another method is you can also try disabling your antivirus software (if you have any) before executing the file. If none of these steps work, you may want to seek assistance from a technical support team to help you resolve the issue.
