I am a student at the University of Queensland, I have downloaded the 2012b version of Matlab on my computer. I now have a newer computer, can I install a new version on my new computer? As agreement states only allowed it on 1 physical computer

It probably depends on the type of license you have. (With my license, I can install any one release (version) on four computers.) Contact MathWorks and ask them for details.

You should first deactivate the software on the old computer and then activate MATLAB on the new computer. I have a similar situation where I am upgrading my hard-drive. I hope this helps.

Most of the licenses allow the software to be activated on more than one computer. The general procedure is to install and activate on the new computer, verify everything is running correctly, and then to deactivate the old computer.
