Why do I get the error "No Internet Connection Check your internet connection and try again." when attempting to install MATLAB documentation?

I am trying to access the MATLAB in-product documentation in R2023a and later. When I click the "Help" button on the quick access toolbar or on the Home tab in MATLAB, or use the "doc" command, I encounter the following error:
No Internet Connection Check your internet connection and try again. To view MathWorks documentation offline, install the documentation. Learn more.

Starting in R2023a, the local documentation is no longer installed in order to reduce the installation footprint. By default, MATLAB will try to access the online documentation on the web. This error message above may occur on your computer if:
  • You have no internet connection or a weak one.
  • One of the following is blocking your connection:
    • Firewall
    • Proxy server
    • Antivirus software
    • VPN (Virtual Private Network)
Try lowering these things if you can. If you can't or are unsure what is blocking the connection, you can install the documentation on your machine for offline usage. On a computer connected to the internet, follow the procedure on the following pages: Install Documentation and Install Documentation on Offline Machines
Alternatively, you can access the online documentation from any browser connected to the internet. To view the complete online documentation, you must sign in to your MathWorks Account and have your account linked to a license or trial.
