As per my understanding the labels highlighted in red in the above image cannot be changed in size from the scope block toolbar, it is always better to take a look at the scope block documentation https://in.mathworks.com/help/simulink/ug/simulation-data-display-and-capture-using-scopes.html
I hope this helps !
Thank you

You can change the font size of labels in a Simulink Scope either through the graphical interface or using MATLAB commands. To do it manually, double-click the Scope block to open it, then click the settings gear icon on the toolbar. In the Style tab, under the Fonts section, you can adjust the font size for the axes, legends, and titles by increasing the font size value (for example, from 10 to 14). This change updates all text elements inside the scope display. Alternatively, you can make the same adjustment programmatically from MATLAB. First, open the scope using set_param('model_name/Scope','Open','on'); and then get its handle using hScope = get_param('model_name/Scope','ScopeHandle');. You can then set the font size using a command like set(hScope,'AxesFontSize',14);, and similarly modify legend or title fonts with properties such as 'LegendFontSize' or 'TitleFontSize'. If you prefer to apply a uniform font size in the Simulink Data Inspector instead of the Scope block, use the command Simulink.sdi.setFontSize(14);.
