Remove perturbation - time series

I want to remove some perturbations, shown in the Figure. I have tried to use the Kalman filter following the example https://se.mathworks.com/help/control/ug/kalman-filtering.html, but cant get it to work really. Do you have some suggestion on how to approach this problem?

why not simply remove outliers ? with rmoutliers or filloutliers (Replace outliers in data)
